Police departments in the US and abroad spend hundreds of millions of dollars on body armor. Historically, many such agencies have made such purchases relying only upon protective rating criteria established by the National Institute of Justice (NIJ). These testing protocols, while they do provide a benchmark, are not a substitute for a comprehensive evaluation process. Without such a process, the law enforcement buyer will not have an accurate picture of how a ballistic protective garment or tactical tool will perform in the real world.
